4. Der Bischof soll alle Hilfsbedürftigen unterstützen.

Was dann, wenn Dürftige nicht im Wittwenstände sind, aber der Noth wegen oder wegen Krankheit oder wegen Kindererziehung der Hilfe bedürfen? Du mußt auf alle Dürftigen Bedacht nehmen und für alle Sorge tragen. Denn die, welche Gaben spenden, geben sie nicht geradehin den Wittwen, sondern sie legen dieselben in einen Behälter zusammen und nennen Dieß freiwillige Gaben, damit du, der du die Bedrängten kennst, genau wie ein guter Haushälter ihnen von den Gaben mittheilst; denn S. 114 Gott kennt den Geber, wenn er auch selbst nicht anwesend ist, während du an den Armen austheilst, und der Arme wird den Vortheil deiner Mildthätigkeit genießen, du aber das Lob gewissenhafter Verwaltung. Sag' aber auch den Dürftigen, wer ihnen geholfen, damit sie auch namentlich für ihn beten. Allen Menschen muß man Gutes thun, ohne abzuwägen, wer Dieser oder Jener sei, denn der Herr sagt: „Jedem, der dich bittet, gib„,¹ d. h. wenn er wahrhaft dürftig ist, sei er Freund oder Feind, Verwandter oder Fremdling, ledig oder verheirathet. Denn in der ganzen Schrift gibt der Herr Ermahnungen zu Gunsten der Armen und zwar durch Isaias: „Brich dem Hungrigen dein Brod, Arme und Herberglose führ' in dein Haus; wenn du einen Nackten siehst, so kleide ihn und verachte dein Fleisch nicht.“² Und durch Daniel spricht er zum Fürsten: „Darum, o König, laß dir meinen Rath gefallen, mach' dich los von deinen Sünden durch Almosen, von deinen Missethaten durch Barmherzigkeit gegen die Armen, so wird er vielleicht deine Sünden verzeihen.„³ Und durch Salomon sagt er: „Durch Barmherzigkeit und Treue wird man gereinigt von Sünden,“⁴ und wieder durch David spricht er: „Selig ist, der des Armen und Dürftigen gedenkt; am Tage des Unglücks wird ihn erretten der Herr;„⁵ „er streuet aus, gibt den Armen, seine Gerechtigkeit bleibet ewig, sein Horn wird erhöhet in Ehren.“⁶ Auch Salomon sagt: „Wer sich des Armen erbarmet, der leihet auf Wucher dem Herrn, und er wird's ihm hinwiederum vergelten,„⁷ und: „Wer sein Ohr verstopft vor dem Schreien des Armen, der wird auch rufen, aber nicht erhört werden.“⁸

IV. That We Ought to Be Charitable to All Sorts of Persons in Want.

For what if some are neither widows nor widowers, but stand in need of assistance, either through poverty or some disease, or the maintenance of a great number of children? It is thy duty to oversee all people, and to take care of them all. For they that give gifts do not of their own head give them to the widows, but barely bring them in, calling them free-will offerings, that so thou that knowest those that are in affliction mayest as a good steward give them their portion of the gift. For God knows the giver, though thou distributest it to those in want when he is absent. And he has the reward of well-doing, but thou the blessedness of having dispensed it with a good conscience. But do thou tell them who was the giver, that they may pray for him by name. For it is our duty to do good to all men, not fondly preferring one or another, whoever they be. For the Lord says: "Give to every one that asketh of thee."¹ It is evident that it is meant of every one that is really in want, whether he be friend or foe, whether he be a kinsman or a stranger, whether he be single or married. For in all the Scripture the Lord gives us exhortations about the needy, saying first by Isaiah: "Deal thy bread to the hungry, and bring the poor which have no covering into thine house. If thou seest the naked, do thou cover him; and thou shalt not overlook those which are of thine own family and seed."² And then by Daniel He says to the potentate: "Wherefore, O king, let my counsel please thee, and purge thy sins by acts of mercy, and thine iniquities by bowels of compassion to the needy."³ And He says by Solomon: "By acts of mercy and of faith iniquities are purged."⁴ And He says again by David: "Blessed is he that has regard to the poor and needy; the Lord shall deliver him in the evil day."⁵ And again: "He hath dispersed abroad, he hath given to the needy, his righteousness remaineth for ever."⁶ And Solomon says: "He that hath mercy on the poor lendeth to the Lord;⁷ according to his gift it shall be repaid him again."⁸ And afterwards: "He that stoppeth his ear, that he may not hear him that is in want, he also shall call himself, and there shall be none to hear him."⁹
